Das Buch stellt die gängige Annahme in Frage, dass partizipative Mechanismen die Demokratie in Gesellschaften, die von Ungleichheit geprägt sind, stärken. Diese ignoriert die Art und Weise, in der sozialer und wirtschaftlicher Status die Gesellschaft ausdifferenziert. Das Buch entwickelt eine Gegenerzählung, ausgehend von den Realitäten eines südafrikanischen Townships und den dort vorherrschenden Machtstrukturen. Es beschreibt die vielfältigen Formen in denen sich Menschen politisch beteiligen und zeigt somit, dass politische Teilhabe, wie sie oftmals im globalen Norden imaginiert wird, ein Privileg nicht nur von Individuen, sondern auch von Gesellschaften ist. Ebenso offenbart sich (erneut) eine tiefe epistemologische Kluft zwischen den Annahmen der Eliten und den Perspektiven der „Regierten“.
Abstract
This book challenges assumptions prevalent among development experts that participatory forums and mechanisms enhance democracy in a highly unequal setting. These assumptions ignore the pernicious ways in which social and economic status and political standing differentiate citizenship. The book develops a counter-narrative from below, starting from the manifold ways in which people engage with the state in a South African township and the structures of power they encounter. By doing so, it reveals that political participation, as imagined in the Global North, is a privilege not only of individuals but also of societies, and (re-)discovers a profound epistemological gap between elite assumptions and the perspectives of the governed.
