Zivilgesellschaft ist der Ausgangspunkt für die Frage, wie Gesellschaften mit Risiken und Herausforderungen umgehen. Anders als in Deutschland, ist Pragmatismus von jeher ein wesentliches Merkmal der Niederlande. Heute sieht man diese beiden Länder als “most similar cases” - aber dennoch gibt es Unteschiede im Hinblick auf den Umgang mit sozialer Heterogenität und wirtschaftlichen Herausforderungen.
