Zusammenfassung
Was will Israel von Europa? Warum verfolgt es diese Ziele? Wie geht Israel dabei vor? Und schließlich: Wer sind die entscheidenden Akteure? Diese Studie widmet sich Israels Haltung und Verhalten gegenüber der EG/EU seit Ende der 1980er-Jahre. Die Wende im Friedensprozess und andere Umbrüche haben Israels Verhalten eindeutig beeinflusst. Kann es jedoch sein, dass die Verhaltensänderungen nur den Umständen und nicht einer grundsätzlich geänderten Haltung gegenüber Europa geschuldet sind? In der Analyse zeigt sich Israels Europapolitik erstaunlich unabhängig – und zudem größtenteils als Alltagspolitik niedriger Priorität.
Diese Studie bietet daher einen seltenen, aber aufschlussreichen Einblick in die Mechanismen von „low politics“. Sie untersucht darüber hinaus das Verhalten eines schwächeren Staates in einem Machtungleichgewicht: Welche Verhaltensmuster und Strategien entwickelt Israel gegenüber dem deutlich größeren und mächtigeren Akteur, der EU? Ein besonderes Augenmerk liegt hierbei auf Israels Selbst- und Europabild, auf Israels Wahrnehmung europäischer Positionen und auf Fehlwahrnehmungen und Politikversagen, die daraus entstehen können.
