We show that most of the measures taken by OSCE participating States in response to the COVID-19 pandemic thus far have complied with OSCE norms and commitments. Nonetheless, weak points are identified, particularly in relation to the provision of a clear definition of the role and mission of armed and security forces and safeguards related to the principles of necessity, proportionality, and non-discrimination in the context of measures taken to address public emergencies. There have also been a few cases of derogation from obligations related to basic human rights and fundamental freedoms.
