note = {The paper focuses on the qualitative analysis of the EU funding
influence to the development of the associate countries and its impact
on the fulfilment of the criteria for becoming a new EU member state.
The particular focus of the analysis is oriented on the PHARE
programme as the main financial instrument of the pre-accession
strategy for the Central and Eastern European countries originally
build for those in 1994. As the PHARE programme was oriented on the
overall necessary institutional and capacity-building, the analysis
focus on the investment financing to the area of freedom and justice
and to the judicial system reforms. The analysis is focusing on the
role of European and national authorities in implementing the PHARE
programme in judiciary with the aim to help the transformation, train
the different stakeholders (courts administration, judges,
prosecutors, attorneys), introduce reforms to achieve transparent and
effective judicial system, respecting standards as rule of law,
democracy and human rights protection - fundamental values of the
European Union.},
