The particular focus of the analysis is oriented on the PHARE programme as the main financial instrument of the pre-accession strategy for the Central and Eastern European countries originally build for those in 1994. As the PHARE programme was oriented on the overall necessary institutional and capacity-building, the analysis focus on the investment financing to the area of freedom and justice and to the judicial system reforms.
