Zusammenfassung

Nach über einer Dekade relativer Stabilität ist die EU-Haushaltspolitik in den letzten Jahren erneut in Bewegung geraten. Der Vertrag von Lissabon brachte die weitreichendste Reform der Haushaltsverfahren seit den 1970er-Jahren, während sich im politischen Umfeld eine außergewöhnliche Skepsis gegenüber der europäischen Integration entwickelte, die durch die Finanz- und Wirtschaftskrise noch befeuert wurde. Infolgedessen ist der EU-Haushalt umstrittener, flexibler und fragmentierter geworden. Diese neue EU-Haushaltspolitik wirft empirische und theoretische Fragen auf, die sowohl für die Europaforschung als auch für die Policy-Analyse relevant sind. In diesem Band ziehen Wissenschaftlerinnen und Wissenschaftler sowie Praktikerinnen und Praktiker eine Bilanz der aktuellen Politik mit Blick auf die Haushaltsgestaltung und -durchführung in Zeiten des Lissabonner Vertrages und der Finanz- und Wirtschaftskrise.

Abstract

After over a decade of relative stability, recent years have seen new momentum in EU budget politics. The Treaty of Lisbon introduced the broadest reform of budgetary procedures since the 1970s, while the financial and economic crisis has intensified scepticism towards European integration among citizens and decision-makers. As a result, the EU budget has become more controversial, more flexible and more fragmented. This volume brings together contributions from scholars and practitioners that address empirical and theoretical questions surrounding the new politics of the EU budget.
