Im Vorfeld der Europawahl 2014 konnte man hier und dort die Einschätzung vernehmen, die achte Direktwahl des Europäischen Parlaments würde sich von den bisherigen Wahlen signifikant unterscheiden. Das bezog sich auf das Vorhandensein neuer Ausgangs- und Rahmenbedingungen und die von diesen erwarteten, gelegentlich auch prognostizierten Auswirkungen: etwa auf den Wahlkampf, auf die Resonanz bei Medien und der Wählerschaft, auf die Wahlbeteiligung, schließlich auch auf die Zusammensetzung und Stellung des Europäischen Parlaments sowie auf die inter-institutionellen Beziehungen und damit auf das konstitutionelle Gefüge der Union. Diese Europawahl würde mithin also auch weit mehr sein als die bloße Summe nationaler Sekundärwahlen. Die folgende Analyse will, über die deskriptive Bilanz verschiedener Aspekte der Wahl hinaus, erörtern, was es mit der oben genannten Einschätzung auf sich hat und, vor allem, ob und inwieweit sich die an sie geknüpften Erwartungen erfüllt haben. Ist es, mit Blick auf zweifellos vorhandene neue Facetten, die bei dieser Wahl in Erscheinung getreten sind und gewirkt haben, gerechtfertigt, die Europawahl 2014 als ein die Union einschneidend prägendes - und eben in wichtigen Aspekten veränderndes - Ereignis zu bewerten oder ist es nicht angemessener, ihr ein hohes Ausmaß an Kontinuität, lediglich ergänzt um einige neue Facetten, zu bescheinigen?
Prior to the European elections in 2014 expectations and fears were great. Some authors hoped that the elections would result in a democratic revolution establishing EU-level parliamentary democracy, as a result of the “front-runners,” which were presented by the European parties. Others feared that a high number of EU skeptic and non-aligned MEPs would obstruct the functioning of the new European Parliament. The article begins by discussing the basic conditions that allowed for such different expectations. It then presents the content of the European electoral manifestos and an analysis of the electoral campaigns, before comparing the predictions to the final results of the European elections. The article concludes that shifts in some national party systems could result in different national EU policies if it is a stabilizing trend. Considering the EU political system, the article presents a continuity thesis: it observes a tentative pragmatic evolution of the EU political system, in which the intergovernmental pillar does not lose its relevance to legitimize the EU.
