Das Dilemma kirchlicher Reflektion über die Massenmedien spiegelt sich symptomatisch in der programmatischen Überschrift der Pastoralinstruktion "Communio et Progressio". Die Begriffsgeschichte der Worte "Gemeinschaft" und "Fortschritt" ist - jedenfalls in Deutschland - zwei sehr unterschiedlichen philosophisch-politischen Traditionen zuzuordnen. Eine bestimmte Gemeinschaftsideologie steht in der Tradition einer romantisch restaurativen Auffassung von Politik und Gesellschaft, die sich von der aufklärerisch demokratischen Tradition des selbstbewußt mündigen Bürgers abzusetzen versuchte. Für die kirchliche Tradition der beiden großen Konfessionen war Publizistik zumeist Ausdruck der Emanzipation von kirchlichen Autoritäten. Siegalt als Inbegriff des Modernismus und wurde deshalb vornehmlich einer apologetisehen Behandlung unterzogen. (...)

The Pastoral Instruction "Communio et Progressio" and the Declaration of the 4th General Assembly of the World Council of Churches in Uppsala (1968) on "The Church and the means of social communication" adhere rather strongly to the tradition of the Christian Churches which were opposed to the means of social communications. lt is true that they introduce modern conceptions, but, at the same time, in an old-fashioned way they fetter the free flow of a public discussion (this applies to "Communio et Progressio" in particular). The churches excite suspicion that they adopt the language of emancipation in order to appear communicative again within an unchanged missionary aim. A "theology of communication"(Christ as the Master of communication) might reproduce and back up hierarchical structures of communication. Inspite of these shortcomings, both the Protestant and Catholic document may be regarded as a new approach, the reflections of which are ahead of the present practice of ecclesiastical means of social communications.

Die Beziehungen zwischen den katholischen Berufsorganisationen für Publizistik und den kirchlichen Hauptstellen für die sozialen Kommunikationsmittel wurden bereits mehrfach behandelt. Die neu erschienene Pastoralinstruktion „Communio et Progressio" liefert jetzt entscheidende Elemente zur Lösung der Unklarheiten, Kontroversen und Pressionen, die offensichtlich trotz allem in verschiedenen Teilen der Welt weiterhin bestehen. Keinem der in den neutralen Medien beruflich Engagierten, aber auch den offiziell katholischen Publikationen kann der (Un)Abhängigkeitsgrad von der kirchlichen Hierarchie nicht gleichgültig sein. Deswegen seien hier auf Grund der neuen Pastoralinstruktion einige klärende Hinweise am Beispiel der Katholischen Weltunion der Presse (UCIP) versucht. (...)

The Pastoral Instruction "Communio et Progressio", according to the author, gives certain principles regarding the relationship between the professional Catholic Organisations for Social Communications and the Ecclesiastical Centres set up in this field by the hierarchy. Using the example of the International Press Association (UCIP) he shows how the freedom of these professional organisations is respected. On the other hand, the Church cannot be disinterested with regard to its influencing Communications activities of Catholic journalists. lt goes without saying that there exists a difference between the organisations of the Churchwhich are dependant upon the hierarchy and the professional organisations within the Church. From this point of view the author comes to some important conclusions.

Wer behauptet, die Kirche habe ein gestörtes Verhältnis zu den Massenmedien, spricht eine Platitüde aus. Manche behaupten sogar, sie habe gar keines. Das ist gewiß übertrieben. Vorbild und Pionier, wie auf anderen Sektoren - des Gesundheitsund Bildungswesens etwa - war aber die Kirche bei den „Instrumenten der sozialen Kommunikation" gewiß nicht. Das zeigt sich nicht zuletzt am Interesse bzw. Desinteresse, das die Pastoralinstruktion „Communio et Progressio" erfahren hat. (...)

The reaction of the public to the pastoral instruction "Communio et Progressio" has, it seems, been limited even in church circles. Consequently this important follow-up document of the Council will have to be patiently propagated. Only those parts of the document will be spotlighted here which are important for the attitude of the church towards the mass media. This means among other things that such harsh statements have to be made as: pricsts and clerics remain completely shut off from reality and unsuited for their later mission if they are not familiarised with the media. The harsh demands which the pastoral instruction makes on the church hierarchy and clergy ought to become a matter of concern for all those with positions of responsibility in the church. For the pastoral instruction is essentially, no more or less than a call to rethink.

Hier geht es um eine im deutschsprachigen Raum noch relativ wenig bekannteGruppe von katholischen Orden und Säkularinstituten, die alle einen gemeinsamenGründer haben: Don Giacomo Alberione. Er wurde 1884 in der norditalienischenProvinz Cuneo geboren. Nach seiner Grundschulausbildung besuchte er das Gymnasium in Bra und trat später in das Theologenseminar der Diözese Alba bei Turin ein. Unentschieden, ob er sich künftig für den Dienst in der Mission oder in der Heimat als Diözesanpriester zur Verfügung stellen sollte, brachte ihm die Nacht der Jahrhundertwende vom 31. 12. 1899 zum 1. 1. 1900 Klarheit. Während der nächtlichen Anbetung meditierte er die Enzyklika Papst Leos XIII. „Tametsi futura prospicientibus", die zur Jahrhundertwende veröffentlicht worden war. (...)

Don Giacomo Alberine (87) founded six religious and three secular institutes. All of them are devoted in one way or the other to the apostolate of Social Communications. Some of these communities especially strong in ltaly are also working in all five continents of the world specializing mostly in film and publishing. New plans for the future exist since a special general chapter in June 1971.

Zunehmend wird heute auch außerhalb der Wirtschaft für eine stärkere Beachtungder "Public Relations" plädiert. Auffallend ist dabei, daß "Public Relations" durchaus nicht für jeden das Gleiche bedeuten. Sie werden oft unter Schlagworten zusammengefaßt, die etwas völlig anderes meinen oder die nur einen Teilbereich ansprechen (z.B. Reklame, Propaganda, Verkaufsförderung, Personalbetreuung, Pressekontakte). Zur Begriffsbestimmung sei hier jene Definition wiedergegeben, die von der "Nederlands Genootschap voor Public Relations" angenommen wurde: (...)

Public relations, so they see it today, have their still growing importance not only within economic life and in general within the public sphere but also within the Church. In the past the Church, however, was not so much depending on them, because the faithful were blindly relying on her opinion and her authority. But today a democratic attitude of dialogue is more and more becoming a prior condition of life for the Church, too, so public relations become urgently necessary down to the parish. Honesty, sincerity, and frankness, herein the mentioned recommendations can be united.

Mit dem, was hier kurz dargelegt wird, sollen keine theoretisch-abstrakten Ansichten über die Rolle der Kirche bei der Förderung und Bewertung der „Massenmedien" in den Entwicklungsländern ausgebreitet werden, sondern es werden nur einige Punkte aus der Sicht der praktischen Erfahrung erörtert. The author offers short recommendations out of practice for the religious Press in developing countries. The existent publications should be kept if possible and be made independent by competent journalists. All developing countries should have a generally informing Catholic newspaper. The smaller perriodicals of the apostolate too play an important role according to the author. He also gives great importance to the relations with the secular Press. Where no Catholic paper can be edited regularly, there pamphlets are to be favoured. The autor is recommending modern, capable printing-offices. Formation of journalists - under clear contracts - shall create lay editors, being allowed to speak frankly and in own responsibility.
